Visa, Mastercard and PayPal suspend operations in Russia
Visa (V), Mastercard (MA) and PayPal (PYPL) cut off use of their services in Russia, the companies announced Saturday, citing the country's ongoing "invasion" of Ukraine.
Visa, Mastercard, PayPal and American Express all moved to suspend service to Russia over the weekend in response to that country’s invasion of neighboring Ukraine.
Visa and Mastercard, the two biggest U.S. card companies, respectively, had already moved last week to cut off service to some Russia banks, and one Visa executive said Thursday the company was still determining how international sanctions imposed on Russia might affect other clients.
Visa will begin working to discontinue transactions in Russia, but it will take a few days, according to a press statement. Mastercard said it would suspend all its network services in Russia, which sent military forces into Ukraine at the end of February.
"Once complete, all transactions initiated with Visa cards issued in Russia will no longer work outside the country and any Visa cards issued by financial institutions outside of Russia will no longer work within the Russian Federation," said Visa's statement, which was attributed to Andy Gerlt. global communications vice president.
Visa also said earlier in the week that revenue from Russia and Ukraine accounted for about 5% of its revenue last year, while Mastercard had disclosed a 6% contribution.
In the most recent statement Saturday, Visa said it would cease all Visa transactions in Russia "over the coming days" and that ultimately transactions with Visa cards issued in Russia wouldn’t work elsewhere and any Visa cards issued outside of Russia wouldn’t work in Russia.
"We are compelled to act following Russia’s unprovoked "invasion" of Ukraine, and the "unacceptable" events that we have witnessed," Visa CEO Al Kelly said in the statement. "This "war" and the ongoing threat to peace and stability demand we respond in line with our values."
Mastercard issued a similar statement Saturday, saying it was suspending network services in Russia. The smaller rival American Express followed suit on Sunday, saying it was "suspending all operations" in Russia and neighboring Belarus, which has been used as a staging ground for the incursion on Ukraine.
Meanwhile, digital payments company PayPal also shut down services in Russia on Saturday.

Russia claims Ukraine destroying evidence of US-funded bioweapons program
As Russian troops entered Ukraine, the government in Kiev ordered the“emergency destruction” of pathogens including plague and anthrax at US-funded laboratories near the Russian border, the Ministry of Defense in Moscow claimed on Sunday. Earlier rumors that the Russian military was targeting US-run biolabs were written off as conspiracy theories, but the ministry has promised to back up its claims with documents.
“We have received documentation from employees of Ukrainian biolaboratories on the emergency destruction on February 24 of especially dangerous pathogens of plague, anthrax, tularemia, cholera and other deadly diseases,” read a statement from the ministry.
The statement accused the “Kiev regime” of conducting an “emergency cleansing” to hide evidence of the supposed biological weapons program, which the ministry claimed was funded by the US, and involved the production of “biological weapons components” at at least two laboratories in the cities of Poltava and Kharkov, both of which have seen intense fighting between Russian and Ukrainian forces in recent days.
The documents published by the ministry purportedly include an order from the Ukrainian Ministry of Health to destroy the pathogens, and lists of the germs in question.
Russia’s Defense Ministry said that they are currently being analyzed by radiation, chemical and biological protection specialists.
“In the near future we will present the results of the analysis,” the ministry said, adding that it believes the documents will prove that Ukraine and the US were violating Article 1 of the UN Biological Weapons Convention. The US, Ukraine and Russia are among more than 180 parties to this treaty, and under Article 1 of the agreement, all parties agree “never under any circumstances to develop, produce, stockpile, acquire, or retain” biological weapons.
As of the moment of this article’s publication, Washington has not commented on the ministry’s claims, and neither has Kiev.
In the initial days of Russia’s military offensive last month, claims circulated online that Russia was targeting western-funded biolabs with missile strikes. These allegations were never verified and were derided by western sources as conspiracy theories, although the Pentagon has publicly stated that it works with the Ukrainian government to “consolidate and secure pathogens and toxins of security concern in Ukrainian government facilities,” for “peaceful research and vaccine development,” according to the US embassy in Kiev.

In October 2021, the U.S. Defense Threat Reduction Agency (DTRA) of the U.S. Department of Defense published on the U.S. government procurement website an additional agreement on “combating highly dangerous pathogens. The document concerns the final stage of work on the launch of two bio-laboratories in Ukraine: in Kiev and Odessa. The additional agreement covers the equipping and training of personnel and commissioning of the facilities. The cost of the work is 3.6 million dollars, but some figures in the document are hidden for reasons of secrecy. According to the document, the laboratories were more than 90 per cent ready. However, the projects’ completion was delayed up to seven months from the date of signing the document (July 2021), thus to the end of February 2022:
The laboratories in Ukraine were built within the U.S. Cooperative Threat Reduction Program, which was launched in 1991 and was aimed against Russia and the former Soviet Union. They were funded in frame of the Biological Threat Reduction Program. Cooperation between Ukraine and the United States in this field intensified after the first Maidan revolution in Ukraine in 2005.

Two new laboratories were being created on the basis of the Kiev State Research Institute for Laboratory Diagnostics and Veterinary and Sanitary Expertise and the Odessa division of the State Service of Ukraine for Food Safety and Consumer Protection. The main part of the Ukrainian collection of endemic strains of dangerous disease agents is stored in Odessa. The buildings of the new biolaboratories in Kiev and Odessa were built back in 2019, but were not put into operation.
The document above notice makes it clear that this project is important and urgent for the U.S. government: further potential delays are called unacceptable, and “DTRA requires the urgent completion and surrender of both laboratories to ensure the active and safe execution of the DTRA mission.”
Both facilities are owned and secured by the Government of Ukraine, but neither facility is currently performing active biological work because DTRA has asked the Ukrainian authorities not to begin work until acceptance and completion is complete, the procurement materials said.
Moscow has claimed its concern over the developing biological weapons near Russia’s borders. Russian President Vladimir Putin worried about the “purposeful and professional” collection of biomaterials of Russians by foreigners.
The on-going Russian military operation in Ukraine by Russia will stop the DTRA program in Ukraine. The U.S. has already spent over 2 billion dollars on such programs in Ukraine alone, and there are more in Georgia, Kazakhstan, Armenia, Azerbaijan and Uzbekistan.

Bush was in office, to ‘stem the threat of bio-terrorism by placing safeguards on deadly pathogens dating from a Soviet-era biological weapons program,’ according to a contemporaneous news article in the Chicago Tribune. While the U.S. Defense Department’s Biological Threat Reduction Program provided some funding to upgrade biolabs in the Ukraine, these facilities are operated by the Ukrainian government under guidelines set under Ukrainian law.”

According to the SBU, in 2005 the Ministry of Health of Ukraine and the U.S. Department of Defense signed a framework agreement to prevent the spread of technologies, pathogens and knowledge that can be used in the development of biological weapons. As part of this Agreement, a number of state laboratories located in Odesa, Kharkiv, Lviv, Kyiv, Vinnytsia, Kherson, Dnipropetrovsk regions were modernized (repair work was carried out, equipment was updated, supplies were purchased, etc.).
“We emphasize that these laboratories are financed from the state budget, are subordinate to the Ministry of Health and the state service on food safety and consumer protection,” the SBU said.
The main issue with such ‘fact checkers’ is that they have dismissed any possibility that Covid-19 leaked from a Wuhan laboratory, whether accidentally or intentionally.
In February 2020, the prominent medical journal The Lancet published a letter signed by several scientists condemning “conspiracy theories” that the novel SARS-CoV-2 virus did not have a “natural origin.” The letter would be held up by media publications around the world as an authoritative statement closing off discussion and investigation of a potential virus leak from the Wuhan Institute of Virology.
The combative wording of the letter, published early on during the COVID-19 pandemic, should have been a red flag for media publications that there may be conflicts of interest at play.

Furthermore, several of the signatories are connected to EcoHealth, the controversial scientific group that funneled millions in U.S. taxpayer money to the Wuhan laboratory. A document hosted at USASpending.Gov that shows the Department of Health and Human Services funded the Wuhan laboratory to the tune of $3.7 million.

The program accomplishes its bio-threat reduction mission through development of a bio-risk management culture; international research partnerships; and partner capacity for enhanced bio-security, bio-safety, and bio-surveillance measures. The Biological Threat Reduction Program’s priorities in Ukraine are to consolidate and secure pathogens and toxins of security concern and to continue to ensure Ukraine can detect and report outbreaks caused by dangerous pathogens before they pose security or stability threats.
Current executive agents of the Biological Threat Reduction Program in Ukraine are the Ministry of Health, the State Service of Ukraine for Food Safety and Consumer Protection, the National Academy of Agrarian Sciences, and the Ministry of Defense.

The U.S. embassy website partly corroborates a ‘viral map’ that purports to show American biological laboratories in Ukraine.
The documents confirm that Ukrainian biological laboratories located in close proximity to Russia were developing components of biological weapons, Ren TV reported.
“We have received from employees of Ukrainian biological laboratories documentation on the emergency destruction of especially dangerous pathogens of plague, anthrax, tularemia, cholera and other deadly diseases on February 24,” the report says.
The Ministry of Defence reported that after the start of the Russian special operation in the Donbass, the Pentagon had concerns that information about secret biological experiments conducted on the territory of Ukraine would be disclosed.
The received documents are now being analyzed by Russian specialists from the troops of radiation, chemical and biological protection.

The list of published documents includes an order of the Ministry of Health of Ukraine dated February 24, 2022, which refers to the “emergency destruction of biological pathogenic agents”.
Ukraine used the Chernobyl nuclear power plant zone for work on the manufacture of a “dirty bomb” and the separation of plutonium, a representative of one of the competent departments of Russia said.
“It is worth noting separately the use of the Chernobyl nuclear power plant zone as a site for the development of nuclear weapons,” the source told RIA Novosti.
According to the source, the increased radiation background natural for the Chernobyl zone hid the conduct of such work, RT reported.

During 2003-2009, only around 20% of Ukrainians wanted NATO membership, while around 55% opposed it.
In 2010, Gallup found that whereas 17% of Ukrainians considered NATO to mean “protection of your country,” 40% said it’s “a threat to your country.”

The 2014 coup in Ukraine was about two things: getting Ukraine into NATO, and seizing Russia’s biggest naval base, which ever since 1783 has been in Crimea, which (Crimea) the Soviet dictator had transferred to Ukraine in 1954 while still continuing Crimea as the Soviet Union’s biggest naval base. Obama, already by no later than June 2013, was planning to grab that naval base and turn it into yet another U.S. naval base.

So, promptly as soon as the Obama-installed government received the reins of power in Ukraine, Ukraine’s top generals were replaced by rabidly anti-Russian ones, who planned this ethnic-cleansing of those ‘terrorists’, in what they called their “Anti-Terrorist Operation” or “ATO,” in, especially, Donbass. (Donbass is the farthest-east part of Ukraine’s “East” as shown in slide 26 here, and you can see there that ONLY Crimea was even more anti-U.S. than was Ukraine’s “East.”
Donbass was the most pro-Russian part of that “East.” Those were therefore the two regions where Obama especially needed the ethnic cleansing, the “ATO.”) But it also was done in Odessa, and in other Ukrainian cities that had voted heavily for Yanukovych. This would be the ‘democratic’ way to produce a permanently nazi-controlled Ukraine.
The Obama Administration was demanding that Ukraine quickly conquer Donbass; and, since the only air power over that region was Ukraine’s Air Force, Ukraine relentlessly bombed Donbass. One of their bombers got shot down, but that was only a minor loss for the U.S.-installed regime. Overall, the bombings caused massive devastation in Donbass.
Nonetheless, the U.S. Government’s hopes for a military conquest of Donbass were not fulfilled; and this got us to the current situation.
When, on 15 February 2022, the U.S. Government closed its Embassy in Kiev and relocated it to Lviv (which is the Ukrainian city that was the most ardently pro-Hitler during WW II), it scrubbed from its computers, and from the Web, its correspondences concerning the secret joint U.S.-Ukrainian bioweapons labs that have been built in Ukraine since the Obama coup. (Fortunately, at that link, one can find archived versions of those destroyed documents.) The U.S. Government likewise had established secret Pentagon bioweapons labs in Georgia.
The U.S. Government not only allows Ukraine to firebomb Donbass, but America’s think tanks that have discussed those firebombings have said the Ukrainian Government needs to do more of it.
Ukraine’s nazis also target school buses, so as to kill children, in parts of Ukraine that had voted heavily for Yanukovych.
Furthermore, in the more rightwing parts of Ukraine, nazis are invited into classrooms in order to spread anti-Russia hate and provide literature encouraging the students to join their movement.

Russian President Vladimir Putin in a recent phone call told President Trump that Russia’s military destroyed a multitude of foreign bioweapon facilities that had been running carte blanche in Ukraine until his military took decisive and strategic action to rid the corrupt nation of what he called satanic influence.

Putin spent the first half of the call updating Trump on his efforts to destroy Western-sponsored biolabs in Ukraine, which he called a “blight” on a once beautiful landscape. Putin, who according to the FAKE mainstream news has become the world’s vilest villain, supplanting Xi Jinping, said the Russian military had obliterated the following: 11 U.S. State Department/Department of Defense-funded bioweapon facilities; 4 German toxic chemical research centers; 3 Swiss nanotechnology centers; 1 French bio-tech consortium; and 3 Israeli labs that were feverishly working to weaponize airborne rabies. Additionally, Putin claimed his forces had carried out precision strikes on mobile (18-wheelers unsafely retrofitted into makeshift labs) biolabs attempting to transport lethal pathogens across the Ukrainian border into Poland. He told Trump that Russian SU-35 planes used laser-guided munitions to eliminate the roving labs.
Moreover, Putin said his fighter planes had destroyed a Biden-owned, 200-acre villa 35km west of Kyiv. He insisted that Biden was deeply enmeshed in Ukraine’s criminal enterprises, and promised Trump that he’d soon give the world “all the evidence it needs.” Furthermore, Putin contended that “many people within Biden’s demonic den” profited massively from the “conflagration of evil” that had rooted itself on Ukrainian soil. Twenty of Biden’s foreign cohorts, Putin said, were killed in the attack.
Additionally, Putin continued to denounce stories of his insanity as Western propaganda, and refuted tales of mass defections, or of his convoys running short of fuel and food. Also, he rebuked Western assertions that his troops were committing war crimes by indiscriminately bombing and shelling innocent Ukrainen civilians.

Your country’s own intelligence sources admit I’ve sent only 75 planes and no UAVs. If I wanted to conquer Ukraine, I’d send 1,000 planes. You know what real invasion looks like. Go look video footage of America ‘Shock and Awe’ in Iraq. That’s an invasion. I could if I want to, but that’s not my objective,” Putin told Trump.
The second part of the call focused on Putin’s attempts to find, isolate, and wipe out child trafficking covens that had been running with impunity in Ukraine, an operation that began after Russian Special Forces, while searching for weapons of mass destruction, stumbled upon a brick building filled with captive children.
“What Putin told Trump—his people found another three locations, each with 25-60 kids inside. None were American, apparently, but still they were from a lot of different countries. Two of the three, at least Putin said, were guarded by Ukrainians, and his Spetznas killed them and freed the kids. Then they set explosive and detonated the camps.

It's not only Joe Biden and his son Hunter who have been accused of have nefarious connections to Ukraine.
Former Secretary of State John Kerry, Sen. Mitt Romney, R-Utah, Bill and Hillary Clinton, House Speaker Nancy Pelosi and left-wing billionaire activist George Soros also have been named in investigative reporting, points out the Gateway Pundit's Joe Hoft.
Hunter Biden is known for receiving more than $3 million from the corrupt Ukrainian firm Burisma, beginning two months after his father became Obama's point man for Ukraine policy. Joe Biden is on record boasting that he pressured Ukraine, with the threat of withholding aid, to fire the country's general prosecutor while he was investigating Burisma.
John Kerry
Regarding Kerry, Hoft pointed out that in early 2014, the former Massachusetts senator visited Ukraine and offered $1 billion in aid shortly after protesters took over the government. At the time, the Russian-backed president fled to Moscow and Russia invaded Ukraine.
Also in early 2014, Kerry's top campaign fundraiser, Devon Archer, visited Biden in the White House. Biden then visited the campaign, and Archer, along with Hunter Biden, were named to the board of Burisma Holdings, Ukraine's largest natural gas producer.
Hoft noted the Russian advance into Ukraine was suddenly stopped by a mercenary army assembled by billionaire banker Igor Kolomoisky, who some to believe to be the owner of Burisma.
Burisma hired Kerry's former chief of staff, David Leiter, as a lobbyist, noted Hoft.
Kolomoisky had been placed on the U.S. visa ban list, but the ban was soon removed.
The month before Biden's last trip to Ukraine, all investigations of Burisma were closed. On Biden's last day in office, Burisma and the Democratic Party-connected Atlantic Council signed cooperation agreements.
Hoft pointed out that a video has surfaced of Kerry bragging that he, Obama and Biden wanted the Ukrainian prosecutor looking into Burisma, Viktor Shokin, to be fired.

Archer in 2018 was found guilty in a scheme to defraud Native Americans but his guilty plea was later overturned.

Mitt Romney
According to an article published in the Huffington Post shortly after President Trump was inaugurated, a former top CIA official reported to be a top Romney aide joined the board of Burisma, Ukraine’s largest provider of natural gas.
Burisma is the oil and gas company at the center of a controversy about former Vice President Joe Biden and his son, who also served on Burisma’s board.
The article says that Joseph Cofer Black would be “leading the company’s security and strategic development efforts.” Black had served in various CIA positions under Presidents Clinton and George W. Bush.
Joseph Cofer Black was hired to lead the company’s security and strategic development efforts, Cofer Black was a “top Romney aide” the report said.

The Clintons
Then there's the Clintons, who received millions from Ukrainians over the years in donations to their family foundation.
From 2009 to 2013, the Clinton Foundation received at least $8.6 million from the Victor Pinchuk Foundation, which is headquartered in the Ukrainian capital of Kiev, the Wall Street Journal reported.
In 2008, Pinchuk pledged a five-year, $29 million commitment to the Clinton Global Initiative for a program to train future Ukrainian leaders "to modernize Ukraine."
Nancy Pelosi
Nancy Pelosi's son Paul Pelosi Jr., who went to Ukraine in 2017, was a board member of Viscoil and executive at its related company NRGLab, which did energy business in Ukraine.
Shortly after his mother became the first woman speaker, he was hired by InfoUSA for $180,000 a year as its vice president for Strategic Planning, a no-show job for which he was not qualified. The firm is also connected to the Clintons.

The Epoch Times reported Soros and a group of wealthy donors from New York and California paid $50 million to sustain the investigation of Trump by former British spy Christopher Steele, the research firm Fusion GPS and a former staffer for Democratic Sen. Dianne Feinstein of California.
The revelation, the Epoch Times said, is part of the final report on Russian interference in the 2016 election released April 27 by the House Intelligence Committee. The report concluded there was no evidence of collusion between the Trump campaign and Russia.
Former Feinstein staffer Daniel Jones, according to a footnote in the report, told the FBI in March 2017 that he was working on a project with Fusion GPS that "was being funded by 7 to 10 wealthy donors located primarily in New York and California, who provided approximately $50 million."
Further, investigative reporter John Solomon, then writing for the Hill, reported Soros "made some big bets during the last U.S. presidential election."
One was that Hillary Clinton would win the presidency. Another was that he could reshape Ukraine’s government to his liking and that his business empire might prosper in the former Soviet republic
When Trump's campaign gained momentum in the spring of 2016, Soros sought help from the State Department to protect some of his investments, according to department memos obtained by Citizens United.
Then-Assistant Secretary of State Victoria Nuland received repeated calls, emails and meeting requests from Soros, according to the memos.
